Use of artificial intelligence at HSY

The purpose of the statement is to clearly explain for what purposes Helsinki Region Environmental Services HSY uses artificial intelligence and what principles it follows in doing so. We use artificial intelligence in a responsible and transparent manner. Artificial intelligence supports working, the development of services and data processing.

We use artificial intelligence in the same way as other digital tools. It does not work independently, but always under the supervision of a person. A person evaluates and approves the content or analysis produced by artificial intelligence before it is used.

For what purposes do we use artificial intelligence?

We use artificial intelligence in tasks where it improves the quality of a service, makes working easier or supports data processing. Artificial intelligence always supports the work; it does not make decisions.

Artificial intelligence can be used in the following manner, for example:

  • to support the development of services and content
  • to search for and structure data
  • to draft and summarise texts
  • to analyse and predict large amounts of data
  • In all uses, a person is responsible for the end result.

If we use artificial intelligence to produce images or video material, we mark the image/video as AI-created.

For what purposes do we not use artificial intelligence?

The rights, obligations and interests of individuals are always decided by a person, and HSY does not use artificial intelligence for automatic decision-making. Artificial intelligence does not independently make official decisions or other decisions that belong to HSY’s experts or officials.

Artificial intelligence is not used for discriminatory profiling, monitoring or other uses that could reduce privacy, equality or fundamental rights. Artificial intelligence also does not autonomously control critical operations where an error could cause safety risks or environmental risks.

Data protection and safety

The use of artificial intelligence at HSY is guided by legislation, official instructions and HSY’s own data protection and information security practices. New artificial intelligence solutions are evaluated before they are used.

Personal data is only processed when necessary and permitted by law. The aim is to limit the amount of information provided to artificial intelligence. HSY’s information is not used in open or uncontrolled artificial intelligence services.

Development

The use is monitored and developed as part of normal operations. The principles are updated, if necessary, based on legislation, technology and experience. The aim is that artificial intelligence supports HSY’s mission reliably, safely and for the benefit of the residents.
