Licences for geographic data

Some of our services and materials require personal user rights. User rights are required due to the sensitive nature of the materials.

Some of our materials and services require a personal licence

Information products based on the regional basic register (SePe), i.e. SeutuData, SeutuRuutu and the interface service, require a licence from the user. The licence is personal and granted on a case-by-case basis.

1. SeutuData user rights

The SeutuData material package may be granted for official use to the employees of municipalities in the Helsinki metropolitan area, HSY, HSL and Helsinki-Uusimaa Regional Council, as well as to consultants working for them, without separate compensation. Students and researchers may also be granted a licence to use SeutuData.

When applying for server access rights (palvelinkäyttöoikeus), you will need to include the name of your organization’s server contact person in the application. You can confirm this by emailing sepe@hsy.fi. Server access is available in some municipalities.

Note! Using the SeutuData download service in SeutuRuutu requires a SeutuRuutu license.

2. SeutuRuutu user rights

SeutuRuutu user rights may be granted for work and official duties to the employees of municipalities in the Helsinki metropolitan area, HSY, HSL and Helsinki-Uusimaa Regional Council without separate compensation. With a SeutuRuutu license, you also gain access to the SeutuData download service.

Access to population data is not automatically included in all SeutuRuutu licenses. If you need to use population data, you must justify this separately in the license application. If you already have a valid SeutuRuutu license, you can request an extension of access rights by emailing sepe@hsy.fi.

3. Stormwater profile user rights

The right to use the stormwater profile, which contains geospatial data supporting stormwater planning, can only be granted to employees of municipalities in the Helsinki metropolitan area and HSY. The Stormwater Profile can be accessed via SeutuRuutu, but access to it is not included in the standard SeutuRuutu license. 4. Using geographic information interfaces subject to licence (SeutuData interfaces)

Using geographic information interfaces subject to licence requires a valid user licence. The interfaces can be accessed from the networks of cities in the Helsinki metropolitan area, HSL or HSY. 

You can apply for access rights to the interface through our electronic licensing service. If you already have a valid SeutuRuutu license, you can alternatively request an extension of your access rights by emailing sepe@hsy.fi. In both cases, granting access requires approval from the applicant’s supervisor.
Access to SeutuData’s population datasets (pks_vaki) is not automatically included in all interface licenses. If you need to use population data, you must justify this separately in the license application.
