Construction of a lot line and property connection
Work to be carried out by the connecting party
The connecting party acquires and installs the lot water pipe at the connecting party’s expense. The lot water pipe should be installed up to the connection point (presented in the connection point statement, usually a HSY water main located in the street).
The client must ensure that the water pipe has tight protective plugs that prevent impurities from entering the water pipe. The plugs must be kept in place up until the final installation. The client should also ensure that the contractor carries out all water pipe work in a hygienic manner. Only HSY has the right to carry out the connection and branching work of water pipes (including on the lot) and to install a water meter. Connection or branching work by other operators is not approved.
Preparations before starting work
Before construction, the connecting party must take the following preparations for construction in a public area:
- possible placement permit;
- line location map reports of underground cables;
- excavation permit; and
- traffic arrangements.

Excavation, pipe installation, and other ancillary work before connection work
In addition to the lot area, the connecting party’s responsibility when building water and sewer pipes includes earthworks in the city’s street and green areas as well as e.g. traffic and excavation arrangements, protection of the excavation and finishing work, such as asphalting, re-installation of curbs, and planting. The costs of the above-mentioned work are paid by the connecting party.
Earthworks related to connection work must comply with the minimum dimensions in accordance with HSY’s customer instructions for the connection of lot lines as well as the additional oral instructions provided by HSY’s site management on the extent of the excavation.
If the excavation does not meet the requirements of the excavation instructions for the connection of lot lines and the other instructions for a safe excavation mentioned therein, no installation work can be carried out. In this case, the work must be re-ordered and it will be placed last in the connection queue, i.e. about 1–4 weeks away.
No compromise on occupational safety!
Please note that the client is always responsible for occupational safety.
Emphasise occupational safety to your contractor and add to the contract a statement that the contractor is responsible for compliance with the instructions of the authorities and HSY, as well as for the costs of non-compliance.
In earthworks and excavations for water pipes and sewers, attention must be paid to the following:
- The excavation must be stable with sufficiently gradual slopes of ground. The excavation must be supported if necessary. The support is planned by a qualified designer.
- The excavation must be kept dry. If necessary, pumping must be arranged inside the excavation.
- If the work is carried out in winter, the freezing of the bottom of the excavation must be prevented.
In general, it is recommended to start the construction of the property connection at HSY’s connection point, in which case it will be known during the construction of the connection whether any unpredictable factor (e.g. district heating or power line) affects the connection heights of the sewers.
Connection work by HSY
HSY will carry out the connection work after the order at a separately agreed upon date. Before the agreed date, the excavation must be completed so that it can be reviewed at 12 noon on the business day before the planned connection work by a representative of HSY to plan the connection work, if necessary. A space must be reserved for HSY’s service vehicle on the construction site in the immediate vicinity of the connection excavation. A fee is charged for the connection work in accordance with the current service charge price list of HSY Water Services.
Mapping of the lot lines in the public area and, where possible, up to the water meter will be carried out on HSY’s order. The mapping is included in the price of the connection work and the aim is to carry it out immediately after the connection work. The connecting party must keep the pipe excavation open at least in the public area until the mapping is completed. The backfilling of the pipe excavation must be carried out after the measurement work.
If the agreed date of the connection work is postponed for reasons attributable to the customer (e.g. the excavation is not completed on time), the customer or a representative of the customer must cancel the ordered work no later than 4 working days before the agreed date. If the connection work is cancelled for reasons attributable to the connecting party, the connecting party must schedule a new connection time. If the agreed date is postponed and the work has not been cancelled in time, an additional visit fee will be charged in accordance with the service charge price list.
Connection work for water pipes
Lot water pipe connection work carried out by HSY includes:
- Connection of the lot water pipe to the connection point (main line or lot water pipe) in accordance with the connection point statement and the property’s water supply and sewage (KVV) plans. NB! Connecting to a private lot line requires the written permission mentioned in section 1.7, Water supply and sewage (KVV) plans for the property.
- Installation of the lot line valve
- Mapping of lot lines and transmission of the information to the underground cable information system of the city in question
- Installation of a water meter on the property (including a possible separate visit by an installer when the water meter is installed at a later date)
- The separate installation of a water meter is included in the price of the water pipe connection work for one year from the connection of the property’s lot water pipe.
- After one year, the price for installation work in accordance with the current service charge price list is charged for the installation of a water meter.
- Installation of the valve location plate in a suitable place
Work subject to total invoicing in accordance with the service charge price list includes the supplies used for it. Other work is invoiced according to actual costs (hours, materials, equipment, and purchased services).
If a water meter is not installed during connection work, HSY will install a plug in the water pipe to prevent misuse. If water is needed at the construction site, a water meter must be installed already during construction, as using water without a water meter is prohibited. In the event of misuse, the matter is investigated as water theft. Seals are installed on water meters.
Connection work for wastewater and stormwater sewers
Wastewater and stormwater sewer connection work on the property carried out by HSY includes:
- Installation of a connection hole and seal in the connecting manhole in accordance with the property’s water supply and sewage (KVV) plans. Pipe connections to lines under DN 300 are generally not permitted.
- If the connecting party connects to HSY’s sewer network at a point where there is no manhole, HSY will build a new manhole at the connection point during connection work, if necessary. The costs of building the manhole are invoiced to the connecting party.
- HSY does not carry out connection work on the property’s own wastewater and stormwater sewers located on the lot.
The connection point statement indicates the lowest possible connection elevation at which the sewer can be connected. If possible, it is a good idea to try to go over the lowest connection level so that there is room for mandatory changes at the connection point. The desired elevation must be marked at the connection point. Installing the sewer pipe is part of the work to be carried out by the connecting party.
HSY’s manholes cannot be directly connected to with a pressure sewer, but rather the property must build a stilling well on the lot before connecting to the main line. A gravity sewer is used to connect from the stilling well to HSY’s main line well.
Installation of a water meter
HSY installs water meters either during connection work or at a separately agreed upon time.
The water meter is installed at the location presented in the property’s water supply and sewage (KVV) plans, which must be clearly indicated in the meter space. The end of the water pipe must always be brought into the water meter space for installation. The water meter is always installed horizontally.
When installing the meter, a pressure test is carried out on the lot water pipe where necessary by the customer or HSY if the installation conditions of the lot line have been exceptional. If the customer performs the pressure test, the report must be submitted to HSY. If HSY performs the work, it is invoiced separately for areas where the piping has been laid by the customer.
If the water meter is to be installed before the water meter space is complete, the connecting party must build a sturdy rack as a temporary mounting base for the water meter, with the mounting point marked on it. When building the rack, the appropriate length of the water pipe must be considered so that the water meter can later be transferred from the rack to the final location. A water meter installed in the temporary rack must be particularly carefully protected against freezing.
If water is needed at the construction site, a water meter must be installed already during construction, as using water without a water meter is prohibited. In the event of misuse, the matter is investigated as water theft. Seals are installed on water meters to prevent misuse.
In accordance with HSY’s general terms and conditions for delivery, the connecting party is obliged to ensure that HSY is able to read and replace the water meter unobstructed.
Lot line branches constructed up to the border of the lot in connection with the construction of utilities
When constructing new water supply pipelines, the aim is to complete the lot line branching to facilitate the connection of the property. The completed connections are constructed to the border of the lot, which helps customers avoid excavations in street areas as well as the work involved, such as the reconstruction of street layers, asphalting, planting, etc. The lot line sections to be built in public areas can be easily implemented in connection with the construction of water services.
The connecting parties at whose properties the above-mentioned branches have been constructed can connect to them. In this case, the connecting party purchases the branches at the price in accordance with the current service charge price list of HSY Water Services (construction fee for lot lines) from the property to the connection point.
Connection work to branches completed to the border of the lot may be carried out by HSY or the connecting party for water pipes, and by the connecting party for sewers. When HSY carries out the connection work, it is done in connection with the installation of the water meter. The same connection work fee is charged for completed lot line branching as for separately carried out connections. The construction fee for lot lines does not include the water pipe connection fee. The water pipe connection fee is invoiced when HSY installs the water meter.
Work to be carried out by the connecting party after the connection work
The installation of the protective tube for the property’s shut-off valve and the valve covers is the responsibility of the developer. The installation is carried out in conjunction with the backfilling of the lot line excavation. HSY must be able to use the lot shut-off valve unobstructed. No structures or planted areas should be placed on top of the valve. The valve must be in working order during all seasons.
The elevation of the valve covers depends on the surface material:
- In gravelled areas with traffic, the covers should be installed 50–100 mm below the surface level and covered.
- On asphalted surfaces, the covers should be installed 5–15 mm lower than the surface level.
- On concrete, concrete stone and natural stone surfaces, the covers should be installed 0–5 mm lower than the surface level.
