HSY co-ordinated the project

The Julia 2030 -project was co-ordinated and administered by HSY Helsinki Region Environmental Services Authority which collated the results of the project and reported on its implementation to the European Union. The partners of HSY in the project were the local authorities of Helsinki, Espoo, Vantaa, Kerava, Kauniainen and Kirkkonummi, together with the Finnish Environment Institute and Helsinki Region Transport.

Networks of specialists and eco-supporters

Several specialists in a range of disciplines were involved in the various project initiatives and in their steering groups. Besides environmental and climate experts, they included professionals in procurement, technical services, planning and public relations. These specialists were responsible for designing and developing new operating formats and emission calculating tools.

Eco-support activity assisted in bringing the new operating formats into use. 640 local government employees designated as eco-supporters were trained in mitigating climate change. These employees were networked by working sector across local authority boundaries and they shared and discussed their experiences of this work.
