The local authorities of the Helsinki Metropolitan Area are important purchasers capable of setting an example in procuring products and services that are sustainable from the point of view of mitigating greenhouse gas emissions. This website provides a compendium of good ideas and perspectives for arranging sustainable low-carbon procurement.

The general procurement guidelines are intended for everyone working in the field of public procurement. The Julia 2030 project is also designing carbon dioxide calculators for individual procurements and more detailed competitive tendering instructions. The calculators will be completed by the end of 2010, and will help in estimating the greenhouse gas emissions impacts of a product or service. The competitive tendering instructions will be completed during 2011, and will then form a basis for training procurement staff at local authorities involved in the Julia 2030 project and seeking further environmental conservation innovations.
