Helsinki Region Housing Report
HSY (formerly YTV) publishes the biennial Helsinki Region Housing Report, focusing on the current housing policies of a region administered by 14 municipalities. The report is an information resource on housing conditions and problems in the region that serves the needs of local and central government and other stakeholders.
In addition to describing and analysing the regional housing situation, the 2008 housing report explained the ongoing programmes and plans that are most important for municipal housing policy, thereby seeking to provide new local councillors with a comprehensive impression of housing in the Helsinki Region and of the factors that influence this situation. Swedish and English language editions of the housing report are also compiled, and the tables and illustrations of the report are updated from time to time online. The next Helsinki Region Housing Report will be completed at the end of 2010.
Demand for housing in the Helsinki region has clearly exceeded supply for many years, and this trend seems set to continue far into the future. Even though economic fluctuations cause rapid changes in the level and patterns of demand, it would seem that the underlying trend is quite firmly established. In addition to general population growth, the number and proportion of small households are rising rapidly, the population continues to age, and immigrants form an increasingly significant group of people seeking housing. There are also some indications of growing inequality between seekers of housing, coupled with undesirable segregation both between and within residential districts.
The HSY housing committee plays a key role in preparing the Helsinki Region Housing Report. The committee includes housing officials from municipalities in the Helsinki Region, together with representatives of the Ministry of the Environment, the Housing Finance and Development Centre of Finland (ARA), Uusimaa Regional Council and the Association of Finnish Local and Regional Authorities.
