Helsinki Metropolitan Area Climate Strategy to the Year 2030

The Climate Strategy was formulated together with the specialists from Helsinki, Espoo, Vantaa and Kauniainen. The Executive Board of the Helsinki Metropolitan Area Council YTV (now HSY) approved the strategy in December 2007, after which it was separately approved in each of the participating cities.

The strategy focuses on:
• functions that generate the most greenhouse gas emissions
• functions and measures falling within the competence of the cities and subject to their direction
• reduction of energy consumption

Under the Helsinki Metropolitan Area climate strategy to the year 2030, the cities are committed to reducing the per capita greenhouse gas emissions of the Helsinki Metropolitan Area by one third of their present level by the year 2030. This means a projected cut of 39 per cent compared to the 1990 baseline of the Kyoto Agreement.

This climate decision by local authorities in the Helsinki Metropolitan Area sets an example to other local authorities in Finland on how to tackle greenhouse gas emissions. The cities are creating conditions that will enable their residents to make energy-efficient, low-emission choices. The aim is to make climate change management a fundamental element of urban planning and policymaking.

The Helsinki Metropolitan Area Climate Strategy to the year 2030 sets out nearly 120 methods of reducing emissions, as formulated by a broad coalition of specialists from the participating local authorities. The main aim of this work was to find the optimal opportunities for cutting greenhouse gas emissions falling within the competencies of local government.
