Decision-making in HSY
The highest decision-making body within HSY's organisation is the Authority Meeting. Each member municipality – Helsinki, Espoo, Kauniainen and Vantaa – has one representative in the Authority Meeting. The voting power of a member is determined by the population of the municipality he or she represents so that each representative has at least one and no more than 50 votes.
HSY was established by a basic agreement approved by the councils of the member municipalities. The first Authority Meeting convened on 17 June 2009, and it elected the HSY Board of Directors and Inspection Committee.
HSY's Board of Directors includes the Chairman and Deputy Chairman elected by the Authority Meeting as well as 12 other members. A personal deputy member is appointed to each member. Of the members and deputy members, seven are from Helsinki, three are from Espoo, one is from Kauniainen and three are from Vantaa.
The Authority Meeting appoints the Board members for a municipal election term according to the current division of political power. The Equality Act is also observed in the selection process. The duties of the Board are regulated by the Local Government Act and governed by HSY's ordinances.
The mayors of the members municipalities – Espoo, Helsinki, Kauniainen and Vantaa – are included in the Board as expert members. They have the right to speak and attend but they do not hold voting rights.
The Inspection Committee includes the Chairman and Deputy Chairman elected by the Authority Meeting as well as three other members. A personal deputy member is appointed to each member. The duties of the Committee are regulated by the Local Government Act and governed by HSY's ordinances.
